1) This sign is visible only after you have parked your car and are in the stairwell. 2) Rarely are there multiple open spots in the structure: you are lucky if you happen to catch someone leaving. 3) On the rare occasions that you do have a selection of parking spots, the structure is so dead that you don't need to worry about it. 4) There are no pedestrian walkways in the darn structure.
